This constitution has been effective since September 12, 1999.

 

Article I: Organization

Section One: This organization shall be called the Japanese Student Association at Murray State University.

Section Two: The purposes of the organization shall be: (1) to support the campus life of Japanese MSU students; (2) to support international events/activities conducted by International Student Organization (ISO): and (3) to promote the exchange of ideas, cultures, and friendships among international/American MSU students, faculty members, and university staff.

Section Three: This organization shall comply with university regulations.

Article II: Officers

Section One: The officers of this organization will consist of General Division leaders (i.e., a president, a vice president, a secretary, leaders of Advertising and Accounting Sections, and assistant officers) and leaders/treasurers/secretaries of the other three divisions (i.e., Culture, Academic, and Campus Life Divisions).

Section Two: The president shall be an executive head of the organization. The president must be present at and will preside over all official meetings. The president may call special meetings with the approval of one or more leaders of General Division.

Section Three: The vice president shall assume the responsibility of the president in the case of suspension or absence of the president.

Section Four: Accounting Division shall collect, receive, and have the care and custody of all money and securities of the organization, depositions such money and disbursing the same as required by the activities of the organization.

Article III: Membership

Section One: Any person is eligible for membership in this organization so long as they meet the requirements for membership in university recognized organizations of Murray State University. A fee is collected by Accounting Division twice a year (January and July) at any meeting or activity of the organization.

Section Two: Membership can be terminated based on the decision made by General Division leaders with the approval of the faculty advisor(s), if a member either violates any university regulations or is considered to have done something extremely unethical or immoral.

Article IV: Meetings

Section One: A plenary meeting shall be held by General Division during the academic year at a date set at the previous meeting, or by the General Division members. 55% of the total membership must be present to conduct a plenary meeting.

Section Two: Additional meetings may be called by leaders of each division/section with the approval of the president or the vice president.

Section Three: Decisions at the meetings shall follow parliamentary procedures and must be approved by a two thirds vote.

Section Four: The meetings will be conducted in English (or English and Japanese) unless every member present is a fluent speaker of Japanese.

Article V: Advisor

Section One: The organization shall have one or two advisors from faculty staff of MSU. The advisor shall be a person who meets the requirements set by the university.

Section Two: The advisorfs signature must accompany all checks and official documents.

Article VI: Constitution

Section One: The constitution can be amended through the following procedure:

1) Proposal by a member or advisor
2) Two thirds vote by General Division leaders
3) Three fourths agreement by all members
4) Signed approval by the president, vice president, and advisor(s)


Article VII: Election of officers

Section One: A president shall be elected in a plenary meeting at the end of every spring semester. A vice president shall be designated by the president.

Section Two: All elected positions will be determined by a majority election at the end of every spring semester.

Section Three: Whenever necessary to fulfill any elected positions (ex., graduation), an ad hoc committee shall be organized by General Division, and appropriate members shall be designated to take over the positions until the next election is held.
